BUGFIX: ustreamer: Blocked Ports after Reboot.

* Refactored webcamd.service file
* Added patcher.sh to update files that require 'sudo' privileges.

* NOTE: PLEASE RUN patcher.sh ASAP!
* DONT RUN IT DURING A PRINT!
